Statement Regarding Settlement Agreement with the Estate of Mr. William Johnson

Today, El Paso County Sheriff Joe Roybal announced a settlement was reached between El Paso County, Colorado, the El Paso County Sheriff’s Office, and the Estate of William Johnson.

On September 27th, 2021, Mr. William Johnson, an inmate at the El Paso County Jail, was found unresponsive during a routine welfare check. Deputies and jail medical staff attempted lifesaving efforts, however, unfortunately, these efforts were not successful. 

The El Paso County Coroner’s Office determined that Mr. Johnson died as a result of a seizure disorder associated with epilepsy, polypharmacy, and COVID-19.

Under the terms of the settlement, the Estate of William Johnson will receive 3 million dollars ($3,000,000.00). Payment shall be made as follows: two million five hundred thousand dollars ($2,500,000.00) will be paid by Berkley Public Entity/ Gemini Insurance Company, El Paso County’s excess insurance carrier, and five hundred thousand dollars ($500,000.00) will be by paid by El Paso County.

Cassandra Sebastian, Public Information Officer for the El Paso County Sheriff’s Office, issued the following statement:

“The El Paso County Sheriff’s Office would like to extend our deepest condolences to the family and friends of Mr. William Johnson. We hope this agreement allows the Johnson family to begin their process of healing from their loss.

“The El Paso County Sheriff’s Office will have no further comment on this settlement.”
